WADA PUBLISHES 2013 ANTI-DOPING RULE VIOLATIONS REPORT

Montreal, 15 June 2015

Dear Colleagues,

The World Anti-Doping Agency (WADA) is pleased to provide you with its first ever Anti-Doping Rule Violations (ADRV) Report. The Report reveals that 1,953 sanctions were reported to WADA for ADRVs that were committed in 2013.  The sanctions were applied to athletes and athlete support personnel from 115 countries in 89 sports as a result of Adverse Analytical Findings (AAFs) reported by WADA-accredited laboratories in 2013 and other non-analytical investigations that were concluded that same year.

The ADRV Report follows on from the 2013 Testing Figures Report released last year, which disclosed the results of all the tests performed by WADA-accredited laboratories on urine and blood samples collected in 2013.

This is the first time that WADA has pulled together such a comprehensive report on ADRVs. The data has been collated following information received from World Anti-Doping Code (Code) signatories, who are responsible for the results management of potential ADRVs. For a number of AAFs (namely the 177 pending cases contained in the Report), WADA had not received all the documentation from the Results Management Authority (RMA) required to validate the case decision when this Report was compiled on 15 May 2015.

The responsible RMA for the pending AAF cases contained within the Report are kindly requested to provide the complete decision, or notice as to why a pending case is still outstanding, to WADA for review as soon as possible.  Please contact WADA via rm@wada-ama.org.

Timely notification of case decisions to WADA for analytical and non-analytical ADRVs is a mandatory requirement under the Code and will form part of WADA’s Code compliance program in the near future.

This ADRV Report has been made possible thanks to the commitment of Code signatories worldwide to report not only the outcomes of their analytical cases but also their non-analytical ADRVs as well. Those Anti-Doping Organizations who conducted the required investigations that resulted in the non-analytical ADRVs have shown the importance these violations play in the greater protection of clean athletes.

WADA’s full ADRV Report and associated documents (Executive Summary and Q&A) are now available on WADA's website.

Thank you for your ongoing collaboration and commitment to clean sport.

Best regards,

World Anti-Doping Agency
